Noise Protection along Cantonal Streets The Noise Control Decree was implemented in Switzerland on April 1, 1987. It constitutes the legal basis for Authorities to restrict sound emissions and to reduce sound immissions to politically agreed threshold values. Cost for remediation measures is primarily supported by the owner of the noise emitting installation. For traffic noise on cantonal roads, the Canton is the owner, which means that, ultimately, the tax payer must raise the necessary funds.
Colenco Power Engineering Ltd was assigned by the Civil Engineering Department of the Canton of Argovia to evaluate the current noise exposure level for all buildings alongside the three existing cantonal roads in the Community of Turgi. In order to verify and calibrate the analysis model to be applied for calculation, a limited and representative number of buildings were selected for carrying out specific immission measurements. The adapted analysis model was then used to calculate the noise exposure for all objects considered in the project. Some of the results are shown on the map: Buildings with noise immission values exceeding the legally admissible limit values are shown in different colours. To improve the situation, possible measures to reduce the sound emission were considered, including change of tarmac, lowering traffic speed and installation of noise barrier. The effects of these measures were recalculated with the analysis model. For those buildings still exceeding the permitted limit values, sound-proof windows are installed. In the case of the Community of Turgi, a change to a low-noise tarmac and the erection of two sound-proof walls are scheduled. In addition, for a total of eight buildings, sound-proof windows will be built in.
